Indiana University East Annual Security Report with Crime Statistics September 30, 2011
In compliance with the Jeanne Clery Disclosure of Campus Security Policy and Crime Statistics Act, the IU East Police Department provides information on crime statistics, crime prevention, law enforcement, crime reporting, and other related issues on the IU East campus and reported to the IU East Police or local police agencies. The following is important safety information for the IU East campus.
How to Report Emergencies
To report a crime in-progress or other emergency dial 911. The IU East Police Department prepares reports and investigates crimes that occur on the Richmond campus, at the Connersville Center, at the Danielson Center, or on any property owned or controlled by the University. Any crime or suspicious situation should be reported to police or security personnel. To report a crime to the IU East Police Department, call the IU East Police Dispatch Center at 765-973-8429. We encourage the prompt reporting of all crimes on our campus or other university property so that we may warn others of any danger. A person reporting a crime to IU police may also report the incident to the local police department having jurisdiction. IU police officers can discuss this option with the victim of a crime, and inform them of the procedure.
The IU East Police Department does accept confidential reports and will keep information confidential to the extent allowed by state law. Confidential reports, which provide sufficient information for classification by law enforcement officials using guidelines established by the FBI Uniform Crime Reporting Program will be included in campus crime statistics. Professional and pastoral counselors are encouraged to inform persons whom they counsel of our procedures for reporting such crimes, when they deem it appropriate. Confidential crime reports made to counselors may be provided to IU East Police Department with no personally identifying information disclosed. Report forms are available from police department to use in reporting crimes for inclusion in our annual campus crime statistics.
Campus Emergency Phones
Emergency telephones are located throughout all buildings on campus. These telephones are red and are identified as Emergency Telephones. You may request emergency assistance and information from one of these phones. Each parking lot also has an emergency call center identified with a distinctive blue light above it. Calls from emergency call centers are also directed to the IU East Police Dispatch Center. IU East also has a campus-wide radio system. Any IU East employee carrying a two-way radio can summon assistance for persons in need through the radio system.
Law Enforcement
Indiana Code gives post-secondary educational institutions the authority to appoint police officers (IC 21-39-4). The Board of Trustees and Indiana University have used that authority to form the Indiana University Police Department at Indiana University East. The Indiana University East Police Department is located in Whitewater Hall, room 131 on the Richmond campus. The IU East campus employs 5 full time sworn police officers and 3 part time security officers. The full time police officers are all fully certified as law enforcement officers by the Indiana Law Enforcement Training Board. These police officers meet the same hiring and training standards as all other law enforcement officers in the State of Indiana. They have general police powers including the power to arrest, without process, all persons who commit an offense within their view; the same common law and statutory powers, privileges, and immunities as sheriffs and constables; the duty to enforce and to assist the officials of Indiana University in the enforcement of the University rules and regulations; and the duty to assist and cooperate with other law enforcement agencies and officers.
The Police at IU East have jurisdiction on any real property owned or occupied by the University including the streets passing through and adjacent to IU East. The Department also shares concurrent jurisdiction in the City of Richmond and anywhere in Wayne County through an agreement with the Richmond Police Department and the Sheriff of Wayne County (IC 21-39-4-6). The IU East Police Department works closely with local, state, and federal law enforcement agencies actively participating in an intelligence sharing network and has direct access to the national and state law enforcement computer networks (NCIC/IDACS).
Crime Prevention
The IU East Police Department utilizes a variety of media in order to provide information and promote safety on campus. Brochures on different subjects are made available throughout the year. IU police officers are available to present safety and security talks to campus community groups. Department bulletin boards are used to publicize various crime prevention subjects.
Escorts
The IU East Police Department provides safety escorts during normal campus business hours. Escorts are available by calling 765-973-8429.
Building Security
Most campus buildings and facilities are accessible to members of the campus community, guests and visitors during normal business hours Monday through Friday, and for limited designated hours on Saturday and Sunday when the university is in normal operation (excluding most holidays). When a building is closed, only faculty, staff, and students with specific needs are allowed inside. Environmental and lighting concerns are monitored by the IU East Physical Plant. The IU East Physical Plant responds to all requests for service dealing with safety or security hazards that are structural or mechanical in nature.
Sexual Assault and Harassment
If you are the victim of a sexual assault get help as soon as possible. Persons who are the victim of a sex offense on campus may report the incident to the IU East Police Department, or to the local Police Department. IU police department personnel can also assist you in contacting the appropriate law enforcement agency for crimes not occurring on university property. It is the victim's choice whether or not to talk to police. A victim may choose to report the crime to any other community official or agency. The Dean of Students is usually informed of any serious incident involving an IU East student.
If you are physically injured, seek medical treatment immediately. It is important to preserve any evidence of the crime to assist with the investigation. You should not wash or change clothes if possible before being examined at a medical facility. Even if the crime did not occur on university property, the IU East Police can assist you in contacting the law enforcement agency where the crime occurred.
If an offense involves another student, in addition to criminal prosecution, disciplinary action may be initiated within the university. The accuser and the accused are entitled to the same opportunities to have others present during a disciplinary proceeding. The outcome of the proceedings will be provided to both the accuser and the accused. Sanctions may include counseling, suspension or expulsion. Student victims may also request changes in university classroom and/or living arrangements, and those requests will be granted when such changes are reasonably available. Additional information regarding university procedures is contained in the Code of Student Rights, Responsibilities, and Conduct. Assistance and counseling for victims of sexual assault is available on campus at the Center for Health Promotion.
If you feel you are being sexually harassed, contact the IU East Affirmative Action Office. The Affirmative Action Office responds to every complaint, providing proper remediation when harassment is determined. Information on sexual harassment can be found in the Code of Student Rights, Responsibilities, and Conduct, the Employee Handbook, or directly from the Affirmative Action Office.

Alcohol and Drug Programs
The University prohibits the manufacture, distribution, dispensation, possession, use, or being under the influence of controlled substances or alcohol on university property or in the course of university activities. For further information, the IU East Class Schedule can be consulted for the Drug-free Campus Policy for Students or Human Resources Administration can be contacted for information on the Indiana University Alcohol and Drug-Free Workplace Policy for employees. The University Police Department enforces all state and federal laws pertaining to alcohol and illegal drugs including the state underage drinking laws. The University provides training in both the recognition of people in need of assistance, and basic assistance for these individuals to selected employees. It also sponsors programs and facilitates placement in community assistance programs for university community members seeking assistance. Firearms and Weapons Possession
Indiana University East is committed to maintaining a safe and secure environment that supports the academic mission of the University. According to the IU East Firearms and Weapons Policy, members of the IU East community, including faculty, staff, and students, as well as visitors to any IU East campus location, are prohibited from possessing firearms, explosives, weapons, or any item that may be construed as such, on the premises of the University or in any building under University control. This prohibition applies regardless of whether a federal or state license to possess the same has been issued to the possessor. There are some limited exceptions to this Policy; for example certified and licensed law enforcement personnel who are authorized to carry a firearm are permitted to do so on IU East property.
Fire
In case of fire there are fire pull boxes located on each floor of every building. If you encounter a fire, and the fire alarm is not sounding, pull the nearest alarm box and leave the building. Portable fire extinguishers, which are located in all buildings, are intended for use by trained personnel. If a fire alarm sounds in your building, leave the building immediately. If possible, close all doors when exiting, and use stairs. Do not use elevators.
Do not enter the building until IU East Police or security personnel, or local emergency response personnel notify you that it is safe to do so. Disabled persons should wait at the disabled evacuation points, or in other designated areas, and assistance will be provided if evacuation is required.
Medical
All IU East Police Officers receive training in first aid, cardiopulmonary resuscitation and life saving techniques. On duty officers respond to medical emergencies and notify the Department if other medical assistance is needed.
Lost and Found
The IU East Police Department maintains the Lost and Found for the University. Persons finding lost or strayed items should contact the IU East Police Department at 765-973-8429 or bring the item to the IU East Police Department, Whitewater Hall Room 131. Persons who have lost items should come to the Police Department office and complete a lost item report.
Vehicle Assistance
IU East Police Department Officers will assist persons needing vehicle assistance for lock-outs and jumpstarts. All persons will be required to sign a Waiver of Liability form prior to any service being received.
Emergency Response, Timely Warning, and Evacuation Procedures
When a report of a potential emergency or other dangerous situation occurs appropriate University personnel will respond in order to assess the situation. If it is determined that an emergency or other dangerous situation involving an immediate threat to the health or safety of students or others on campus exists, immediate notification of the emergency or dangerous situation will be made to the campus community. Usually, such notification will be made by using the IU Notify emergency notification system. Notification can be accomplished using a variety of messaging methods that include text, telephone, electronic mail, computer pop-up windows on campus networked computers, and public address systems. However, University personnel authorized to issue such notifications will use their discretion to determine the specific method of notification.
Upon confirmation of an emergency or dangerous situation the Chief of Campus Police and/or other authorized University representatives will determine the appropriate segment of the campus to receive the notification, determine the appropriate message to send and initiate the notification. University personnel authorized to initiate and carry out emergency notifications include: the Chancellor; Executive Vice Chancellor for Academic Affairs; Vice Chancellor for Administration; Vice Chancellor for External Relations; Director of Information Technology; Chief of Campus Police; Director of Communication and Marketing; and Director of Operations Physical Plant. Notification will only be withheld if in the professional judgment of responsible authorities, doing so would compromise efforts to assist a victim or to contain, respond to, or otherwise mitigate the emergency. If the emergency information needs to be disseminated outside of the campus community this will be accomplished utilizing the campus Emergency Preparedness website, telephone information line, and by communicating with local news agencies.
The IU East Police Department maintains a list of daily criminal activity reported to them which is available for inspection during normal business hours at IU East Police Office or on the web at the following URL: Statistics for the annual crime figures are based upon crimes reported to the IU East Police, Richmond Police Department, or other local jurisdictions and various campus sources.
Evacuation procedures may be found in the campus Emergency Procedures Handbook, and Emergency Action Plan. These documents may be found on the IU East Police webpage located at http://www.iue.edu/police/emergency-manual.php Evacuation route maps are posted in each room in all campus buildings.
IU East schedules unannounced evacuation drills annually. These drills are coordinated and conducted by IU East Police. The drills include evaluations of the evacuation, recommendations for improvements in procedures and methods. A test of the IU Notify emergency notification system is conducted at least once per calendar year. IU East also schedules periodic tornado drills. Procedures are publicized each spring in conjunction with severe weather awareness week.
Missing Student Notification Policy and Procedures
IU East has no on-campus housing. If a student who resides in off-campus housing is believed to be missing, it should be reported immediately to the local Police Department. The IU East Police Department will assist the local Police Department in an investigation.
Crime Statistics
The IU East Police Department records all reports of criminal activity on campus and on property owned or controlled by the university. Reports of crimes and attempted crimes are listed according to the calendar year in which the crime was reported as required by the Clery Act, as are arrests and referrals for illegal alcohol, drug and weapons violations. The procedures for preparing the annual disclosure of crime statistics include reporting statistics to the university community obtained from the IU East Police Department, the Richmond Police Department, the New Castle Police Department, the Connersville Police Department, the Lawrenceburg Police Department, the Madison Police Department, the Dayton Police Department, and the Good Samaritan Hospital Campus Police Department. A written request for statistical information is also made on an annual basis to non-police university officials including deans, directors, and department heads. Statistical information which contains no personal identifying information is also requested from employees at the University’s Center for Health Promotion, even though they are not required by law to provide statistics for the compliance document. Crime statistics are reported to the university community through the “Clery Security Report”, which is published by the university police department. A daily crime log is kept in the IU East Police Department Office and is available for inspection. Crime statistics for the previous three years may be found in the tables listed in this report as required by the Clery Act.
