Authority

Indiana Code give post-secondary institutions accredited by the North Central Association the authority to appoint police officers (IC 20-12-3.5-1) The Board of Trustees and Indiana University East have used this authority to form a police department. The Police at IU East have jurisdiction on any real property owned or occupied by Indiana University East or on any street through or adjacent thereto. The officers are fully certified as law enforcement officers by the Indiana Law Enforcement Training Board. All IU East officers meet the same standards as all other law enforcement in the State of Indiana. The IU East Police Department works closely with local, state, and federal law enforcement agencies to effectively enforce the law. All officers enforce all Rules and Regulations of Indiana University East.

Description of Department

The Indiana University East Police Department consists of five full time sworn officers. The officers handle all types of situations at IU East in a fair and impartial manner.

Chief Burton Cole
Burton Cole

Chief Burton Cole is a life long resident of Richmond/Wayne County. He is a graduate of Northeastern High School, Indiana University East (A.S. Criminal Justice, 1989) and the Indiana Law Enforcement Academy. Chief Cole was a member of the Wayne County Sheriff’s Department for 25 years and was Wayne County Sheriff from 1995 thru 1998. He retired from the Sheriff’s Department in 2000 and joined the Indiana University East Police Department in 2002.

Officer Gary Osborn
Gary Osborn

Officer Gary Osborn is a graduate of Richmond High School, Indiana University East (A.S. Criminal Justice 1976) and the Indiana Law Enforcement Academy. Officer Osborn was a member of the Richmond Police Department for over 23 years. Officer Osborn worked several divisions, patrol, juvenile, investigative services and was the police laboratory technician. Officer Osborn was one of three state certified fire and arson investigators for the Richmond Police Department. Officer Osborn was a patrol supervisor retiring in 1997. Officer Osborn joined the Indiana University East Police Department in the fall of 1997.

Officer Timothy Tyler
Timothy Tyler

Officer Tim Tyler has lived in Richmond all his life, graduation from Richmond High School, attended Indiana State and graduated from the Indiana Law Enforcement Academy. In 1974 he joined the Richmond Police Department and was elected Officer of the Quarter by his peers in 1984 and again in 1985. In 1985 he was elected Officer of the Year by his peers. Tim worked in the Drug Unit for one year, Juvenile Division for ten years and Detective for ten years. He retired in 1999 after 25 years with RPD and joined the Indiana University East Police Department in 1999.

Officer Tim Swift
Tim Swift

Officer Tim Swift was born in New Castle, Indiana. He is a graduate of New Castle Chrysler High School and earned a Criminal Justice Degree from Indiana University East. He completed basic academy at the Indiana Law Enforcement Academy in Plainfield, Indiana. In 1983, he was a security officer for the Indiana Soldiers and Sailors Children’s Home. In 1988 he transferred to the Indiana Department of Corrections as a corrections officer. He was then employed by the Wayne County Sheriff’s Department as a jail officer and later as a patrolman until 2001. Tim joined the Indiana University East Police Department in 2001.

Officer Jeffrey Locke
Jeffrey Locke

Officer Jeffrey Locke has lived in Fayette County/Connersville all of his life. He is a graduate of Connersville High School and the Indiana Law Enforcement Academy and is currently enrolled in Purdue Programs at I.U. East in O.L.S.. Officer Locke began his career in law enforcement in 1975 with the Fayette County Sheriff's Dept. In 1976 Locke joined the Connersville Police Dept. where he served in Patrol, Traffic & Safety, and Criminal Investigations and also served as Deputy Chief and Chief of Police. Officer Locke was certified as an expert in Traffic Investigations by the Indiana Attorney General's Office in 1997. Officer Locke retired from the Connersville Police in 2001 and worked in private security until joining the Indiana University East Police Dept. in the summer of 2003.
